Make sure that mouse controls are enabled in your game settings. Navigate to the controls section of the game's options menu. As the control type, ensure that "Mouse" is selected. Attempt to run the game in compatibility mode. Right-click the game icon and choose "Properties."
Open it and extract the YFixSA folder wherever you want. Now right-click "start.bat" and click "edit". Change the directory on the 4th line to match wherever you put the folder. Now, run "start.bat" and the game should open with the sensitivity changed.
Make sure the key/button you specified is listed for the line of the action to be performed. Usually 2 or 3 controls can be defined for each action. Control schemes are stored in gta_sa.set, a file in the user folder with your saves. Manage this file as necessary to reset or backup your controls.
